November 10, 2011

Board Members Present: Doug Griesbach, Mike Jacobi, Dave Casper, Ron Sabel and Al Rosenthal

Meeting was called to order by President Ron Sabel at 1:40 p.m.

Minutes of August 23rd were approved on a motion by Doug Griesbach and a second by Mike Jacobi.

Treasurers report nor membership was given in the absence of Lee Vaughn.

Richfield Dairy CAFO report
The last permit was given to the farm, so construction will begin shortly. There was much discussion concerning MCLA giving money to the Central Sands group, which is opposing the farm. Ron made a motion to table any action till our next meeting, second by Doug and approved.

Lake Water Elevation Monitoring Stations
Tuttle Lake, Sharon Lake and Twin Lakes, reports have been completed, but since Pat Kilbey was not able to be at the meeting, no report was given, and Dave made a motion to table any further action till the next meeting. Ron seconded the motion, and it was approved.

Spring Joint Lakes Meeting
The next meeting will be May 10, 2012 at 6:30 p.m.
Al will ask John Kerkhaver, lobbyist for Wisconsin Lakes, and Toni Herkert, Policy director for Wisconsin Lakes to be at the meeting to discuss the effects of new legislation on the lakes. Scott Froehlke, will also be asked to discuss the new collaboration for Central Wisconsin lakes, streams and wetlands. Pizza and pop will be served.

Placemats
It was decided that more information would be needed before a final decision could be made. We would like to know the cost, and if restaurants would use them. On a motion by Al and seconded by Ron any action was tabled. Approved.

There was no old or new business

The meeting was adjourned at 2:35 p.m. on a motion by Dave and seconded by Ron. Approved

The next meeting will be held in January and Ron will work on the date.

Board Members Present: Doug Griesbach, Mike Jacobi, Ron Sabel, Bob Krause, Walt Brudnowski and Al Rosenthal

Also Present: Pat Kilbey, Sheriff Kim Gaffney, Warden Judi Nigbor and 38 other members representing the Marquette County lakes.

The meeting was called to order by President Ron Sabel at 6:38 p.m.

Minutes of the September 30, 2010 Annual Meeting were presented and approved on a motion by Kent Pfiefer and a second by Lori Killian.

Financial Report and Membership---In the absence of Lee Vaughn the report was given from the August 23, 2011 director’s minutes. $1845.69 in the check book, and 21 lakes have paid dues for 2011. The report was approved on a motion by Julie Stagner and a second by Kent Pfiefer.

President Sabel introduced Sheriff Kim Gaffney
Sheriff Gaffney talked about the organization of the sheriff’s department and will respond if called, but cannot enforce local ordinance’s, the ordinances need to be approved by the County Board.

Enforcement Officer. Town of Harris has an enforcement officer. If any township hires an enforcement officer they should contact Sheriff Gaffney.

Bob Clarke and Mary Jo Vance who have places on Lake Pleasant gave a report on Richfield Dairy CAFO Farm and the pending law suit and the concern for water quality due to the large farm and the sandy soils in this area.

Board of Directors Update
Al Rosenthal reported on the ordinance that the Town of Packwaukee just approved to control High Capacity wells in the township, especially those that do not return the water to the soil. He also reported on the pending ordinance for Moon/Birch Lake which will not allow motorized boats on the lake.

Pat Kilbey reported on the DNR aquatic invasive species signs that have been put up at all boat landings. This was done with the help of the Marquette County Lakes Association.

Lori Killian reported on the Boat Safety Classes that were taken last March by a number of members of the Marquette County Lakes Association. They have not been certified yet to teach, but should be for next Spring.

Old Business
Wisconsin Lakes-Regional Plan
Al Rosenthal reported that the NE Leadership team of the Wisconsin Lakes is in the process of organizing. The Wisconsin Lakes is developing leadership teams in all parts of the State, the purpose is to develop a network of people to advocate for specific issues, and to develop regional issues that need the attention of the Wisconsin Lakes Board of Directors.

Lake Patrol—Enforcing Lake Ordinances
This issue will continue to be discussed at future Marquette County Lakes Association meetings.

New Business
Place Mats-Aquatic Invasive Species
Doug Griesbach reported on place mats that were in Oconto County, and said we would look at it as a promotion next Spring.

The next meeting date and topic will be determined, but it will be in May of 2012. It was the feeling of the group that we keep it on Thursday evening, instead of a week end day.

A motion was made by Mike Jacobi to adjourn at 8:28 pm. and the motion was seconded by Bob Krause.

Fall Annual Meeting

County Wide Lake Association Fall Meeting

The Marquette County Lakes Association is holding their Fall Annual Meeting. The informational meeting will be held on Thursday, September 29th at 6:30 p.m. at the Marquette County Service Center, 480 Underwood Ave. Montello.

The meeting will cover numerous issues involving the Lakes of Marquette County.
Snacks and refreshments will be provided.

The Marquette County Lakes Association is comprised of County Lake Districts and Owners Associations. It was formed in 2007 and has sponsored projects and meetings involving the lakes of Marquette County.

Minutes of June 28th were approved on a motion by Bob Krause and a second by Lee Vaughn

Treasurers report was given by Lee Vaughn…Balance as of 8/23/11 was $1845.69. Report attached to minutes. Treasurers report was approved on a motion by Al Rosenthal and a second by John Cotter.

Membership Report was given by Lee Vaughn..21 lakes have paid their membership. Report attached to minutes.

Reports
CAFO Operation—Al Rosenthal reported that he attended the hearing in Adams County. The group who are protesting the farm have sued the DNR and have formed a corporation. Stay tuned…

Wisconsin Wetland Association Meeting—Al Rosenthal reported he attended a meeting in Amherst, and those in attendance were very concerned about lake levels and the quality of the water. The concerns are at a new high because many of the previous restrictions on construction are being lifted. The seminar was sponsored by Wisconsin Lakes, The River Alliance and Wisconsin Wetlands Association. Future meetings will be held.

Invasive Species Signs-DNR
Pat Kilbey reported that 27 signs have been put up by Board members on lakes in Marquette County. A few lakes still needed signs, and they will be taken care of by Board members and Pat.

Boater Safety Training Classes
No one has heard anything from the DNR. Lee Vaughn will check on it.

Aquatic Invasive Species Dinner Placemats ---Doug picked up some while eating out in Oconto County. More information is going to be received before a decision is made to made on getting some for restaurants in Marquette County.

Moon / Birch Lake An ordnance is being developed by Town of Packwaukee to not allow motor boats on the lake.

Neshkoro Mill Pond
Walt reported on the status of the draw down and the benefits to the mill pond. The power plant wants a lost of revenue settlement if they have a complete draw down, worth $24,000. The contract with the power plant is till 2013, so the draw down might be in 2013, when they can work something out with the power plant.

Montello Dam Project—No one attended the Montello Lake Watershed Association Meeting

Williams Lake Annual Meeting is on September 10th at the Marquette County Service Center. At 9:00 a.m. there will be a presentation on Weevils and their use to get rid of Eurasian Water-Milfoil.

On a motion by Lee Vaughn and seconded by Bob Krause the meeting adjourned at 2:42 p.m.

Meeting was called to order by President Ron Sabel at 1:34 p.m.

Minutes of April 21st were corrected by adding Bob Krause’s name to those at the meeting.
A motion was made by Lee Vaughn and seconded by Bob Krause to approve the corrected minutes of April 21st, and the minutes of the Spring Meeting of May 12th. Motion approved

Treasurer’s and Membership Status Report were presented by Lee Vaughn
Balance on June 23rd was $1875.69 and 20 lakes have paid there dues.

Williams Lake Annual Meeting September 10th
Williams Lake has invited other lake members to their annual meeting because they will be having a presentation on Enviroscience, and the impact it will have on lakes. Board approved notifying lake members of this presentation via e-mails.

CAFO Farm and impact on lakes in Marquette County
The Richfield farm is proposing to build a dairy that will be milking about 4300 cows, and have 5000 animal units on the farm. On July 18th a hearing will be held at the Adams Community Center at 1:00 p.m. Ron Sabel and Al Rosenthal will attend to gather information.

AIS Signs
Pat gave a list of the lakes that presently have AIS signs. The old signs need to be taken down, and a new sign from DNR needs to be put up by August 1st. For each new sign put up a survey needs to be completed. If we are aware of private property owners that use their lake property as a boat landing, signs can be given to them to be put up on their property.

Next Meeting
Ron will poll Board members for a good date for the August meeting. Hopefully the Sheriff will be able to attend.
The Fall Meeting and Annual Meeting will be held on September 29th at 6:00 p.m. in Montello

New Business
On a motion by Al Rosenthal and seconded by Ron Sabel $50.00 was given to support the July 9th Fire works at the County Fair. The Marquette County Lakes Association is appreciative of the help we receive from the County and therefore approved the $50.00 towards the firework presentation.

Ground Water Ordinance
Al Rosenthal reviewed the ordinance that is being presented to the Town of Packwaukee.
The purpose of the ordinance is to regulate the withdrawal of ground water that is not returned to the ground. Example…Water Bottling plants

Board Members Present: Doug Griesbach, John Cotter, Mike Jacobi, Dave Casper, Ron Sabel, Lee Vaughn, Bob Krause, and Al Rosenthal

Also Present: Pat Kilbey, Bill O’Conner and 26 other members representing the Marquette County Lakes

Meeting was called to order by President Ron Sabel at 6:38 p.m.

Introduced the Board Members and Attorney Bill O’Connor who presented the history of lakes and boating laws in Wisconsin. He discussed State law boating violations, local authority and sheriff department authority.
Attorney O’Connor said that State Law paid for up to 75% of expenses for boat patrols, and that it was a sum certain, and was divided by those lakes which did have boat patrols.
There was much discussion during and following Attorney O’ Connor’s presentation.

It was agreed by the members present that we contact the Marquette County Sheriff and see how we could work with the department to enforce local ordinances and State lake laws.

Lee Vaughan, Treasurer gave a report on membership and finance report. We have 16 lake members and have an ending balance of $2327.09. Reports attached to the minutes.

John Cotter reported that he had put new DNR fishing regulation signs up by public boat landings, and that if more were needed that they could contact him .

A Fall meeting will be held and that meeting will be the Annual Meeting. The Marquette County Sheriff will be contacted to be our guest.

No other old or new business was presented.

Meeting adjourned at 8:35 p.m.

Board Minutes

Meeting was called to order by President Sabel at 1:34 p.m. The meeting was held at the Marquette County Agricultural Center in Westfield.

Present: Lee Vaughan, Walt Brudnowski, John Cotter, Doug Griesbach, Dave Casper, Ron Sabel, Bob Krause, Mike Jacobi, and Al Rosenthal

Also Present: Pat Kilbey, and via teleconference Lori Killian and Jermy Cords

Minutes of the January 13, 2011 meeting were moved approved, with one correction (which has been made), on a motion by Bob Krause and seconded by Dave Casper. Approved

Treasurer’s report was given by Lee Vaughan, with a balance of $2117.09 after expenses for stamps and envelopes. Balance Sheet attached to minutes. The report was approved on a motion by Ron Sabel and a second by Bob Krause. Approved.

Teleconference was begun with Jermy Cords from the DNR and Lori Killian, member from Wood Lake.

March 24th Boat Safety Course Instructor Certification
The Class will be held at the Marquette County Center in Montello, back building, beginning at 5:00 p.m.
It will be a 3 ½ hour class, which will be followed by a Criminal Background Check before a certificate will be presented.
A minimum of 4 people and a maximum of 16 people for the class. An actual boat safety class will be 8 hours in length, and needs to be over at least 2 days in length.
Deadline to register for the class will be March 18th, and Pat Kilbey will take care of the registration.

Lake Association Membership
The report was given by Lee Vaughan and is attached with the minutes, 10 lakes have paid their dues, May 12th is the deadline for dues.

Spring Joint Lakes Meeting---May 12th at the Marquette County Center, back building, beginning at 6:30 p.m. Attorney Bill O’Connor will give a presentation on State & Local Boating laws and ordinances.
Attorney O’Connor’s fee will be $450.00
A motion was made by Lee Vaughan and seconded by Bob Krause to approve the $450.00 fee. Approved

An e-mail and snail mail notice will be sent out letting members know about the Boat Safety Class and the Spring Joint Lakes Meeting by Al Rosenthal.

Ground Water Protection Bill
No one was able to attend the meeting Lobbyist Scott Froehlke had on February 3rd concerning the bill, but Scott is going to give a presentation at the Wisconsin Lakes Convention in April. At that time we will find out their plan and what the MCLA can do to assist.

Board Minutes

Meeting was called to order by President Sabel at 1:35 p.m. The meeting was held at the Marquette Count Agricultural Center in Westfield.

Present: Dave Casper, John Cotter, Ron Sabel, Doug Griesbach and Al Rosenthal

Also Present: Pat Kilbey and Scott Froehlke

Minutes of the November 18, 2010 meeting were moved approval on a motion by Ron Sabel and second by John Cotter. Approved

The treasurer’s report was presented by Al Rosenthal in Lee Vaughan’s absence. No change in the balance of $1931.18 . Dave Casper moved to approve the treasurers report, second by John Cotter. Approved.

A membership report was also given by Ron in Lee’s absence. No change in membership. Invoices will be sent out this week, and will be due by May 12th our Spring Meeting.

Scott Froehlke a lobbyist for three lakes in Waushara County talked about the concern of loss of water do to high capacity wells and the need to have legislation, which would not give a person a permit for a high capacity well if it was found that the well would have a negative effect on good water lakes. Scott is having a get together at his house on February 4th at 11:00 a.m., and we are invited to attend. More information will follow.

Boat Safety Course
One person as of January 13th has signed up for the course which will be held on March 24th at Marquette County Center in Montello. Much discussion followed, with questions dealing with the application for the course, the length of the course, background check, and liability. Al will check with Lori Killian, who has been the driving force behind this course, to see if she can be at the February meeting and have the DNR instructor available for a conference call, to answer any questions.

Spring Joint Lakes Meeting
It will be held on May 12, 2011 in Montello. The program is to be on lake ordinances and how they can be enforced. Ron will work on getting a knowledgeable presenter.

No other business.

On a motion by Mike Jacobi and a second by Dave Casper, it was moved to appoint Bob Krause as a director for the Marquette County Lakes Association. Motion approved.

The next meeting will be held on February 24, 2011 at 1:30 p.m. and will be held at the Marquette County Agricultural Center in Westfield.

Meeting was called to order by President Ron Sabel at 1:35 p.m. The meeting was held at the Marquette County Agricultural Center in Westfield.

Minutes of September 2, 2010 meeting were moved approval on a motion by Dave Casper and Second by John Cotter. Approved

The treasurer’s report was given by Lee Vaughn Starting Balance was $2017.64 and an ending balance of $1931.18. Expenses of $116.46 for pizza for the annual meeting, and $10.00 for Dept. of Financial Inst. Annual Report, and receipts of $30.00, dues from Harris Pond Lake Assc. A motion to approve the treasurer’s report was made by Ron Sabel and seconded by Dave Casper. Approved.

Membership Status and Billing
Lee Vaughn gave a membership status, report attached. 19 Lakes belong, and 5 lakes did not pay there 2010 dues. Invoices for 2011 will be sent to all lakes members and non members along with the Spring Meeting Notice.

Lake Fish Signs
John Cotter reported that he has received the fish signs from the DNR. John will put the signs up at the various lakes after deer hunting season.

Waushara County Concern
Al Rosenthal received an e-mail from Dan Trudell who has a place on Lake Huron in Waushara County. They have formed a group and have hired a lobbyist to make laws to protect lakes from over use of high capacity wells near lakes that affect the lake levels. The Board asked Al to contact Dan Trudell, and invite him to our January meeting, to give us more information.

Wisconsin Lakes
Al Rosenthal asked the Board if it was okay to put information about the Wisconsin Lakes on the County blog. Encourage membership both by the Lake groups and individuals. The Board approved the information to be put on the blog.

Boating Safety Instructors
Lori Killian, who lives on Wood Lake, e-mailed the County Association to assist in obtaining people who were interested in being certified as instructors for boating safety. The Board was very supportive, and recommended that the class be held in March at the Marquette County Service Center in Montello. Al will contact Lori with possible dates and place. The County Association will e-mail to the list of lake contacts that they have, with the information concerning the class.

Spring Joint Lakes Meeting
The Spring Meeting will be held on May 12th, using the same format and begin at 6:30, with pizza and pop. Bill O’Connell will be contacted to talk about ordinances that deal with lake safety.

Old Business
Walt Brudnowski gave a report on White River’s draw down. The Draw down will be till May of 2011.
Things seem to be going okay, and there is a good crop of rice.

A motion was made by Ron and second by Dave to re elect Al Rosenthal as Secretary and Lee Vaughn as Treasurer. Motion approved.

Minutes of the July 22, 2010 meeting were moved approval on a motion by Mike Jacobi and seconded by Dave Casper. Approved

The treasurer’s report was presented by Ron Sabel in the absence of Lee Vaughn. Balance as of 7/22/2010 was $1997.64. Deposited $30.00 and had expenses of $10.00 fee for Nonstock Corp.
Balance as of 9/2/2010 was $2017.64. Treasurers report was approved on a motion by John Cotter and a second by Dave Casper. Approved.

John Cotter gave an update on fish signs at boat landings. Many of the boat landings do not have signs, and many that do, are very faded. The signs would be provided by DNR. John will check on the boat landings of member lakes, and ask the lake leaders if they want the signs, and John will get them from the DNR and have them installed.

Al Rosenthal reported on the Wisconsin Lakes Regional concept. Dave Casper, Julie Stagner, and Lori Killian have agreed to be part of the Northeastern leadership team representing Marquette County Lakes. Ron, who lives in Fond du Lac County, will contact some people to see if they will represent Fond du Lac County. Al reported he has people from Green Lake and Waushara County who are also going to be on the leadership team.

Old Business
Cooperative weed cutting No new information.

The annual meeting will be held on September 30th at 6:30 p.m. at the Marquette County Service Center. Pizza and pop will be served.
Tom Onofrey, Marquette County Zoning Commissioner, will be present to discuss shoreland revisions per NR 115.
The annual meeting agenda will also include the minutes of the 2009 annual meeting, treasurers report, membership status and report from the Board of Directors.

Dave Casper felt we should have a specific project for 2011. Discussion followed, which included the building of announcement boards at boat landings, and that we see if the County high school industrial arts classes might want to take the building of the boards on as a project. At the Spring meeting we will determine the project.

Advertising for the Annual Meeting. Pat will take care of getting a notice to the two weekly papers that cover Marquette County.
Al will e-mail or snail mail information out to the member lakes about the annual meeting, and also request any new contacts for the lakes due to changes in their board members.

Meeting was called to order by Ron Sabel at 4:30 p.m. The meeting was held at the Marquette County Agricultural Center in Westfield.

Minutes of the April 15, 2010 meeting were moved approval on a motion by Lee Vaughn and seconded by Mike Jacobi. Approved

The treasurer’s report was presented by Lee Vaughn. Balance as of 5/6/2010 was $2028.10, and checks were written for $44.00 for stamps and $116.46 for pizza. $30.00 was deposited from dues from White Lake. Ending balance as of 7/22/2010 was $1997.64. A check for $30.00 from Sandy Lake had not been deposited. Treasurers report was approved on a motion by Dave Casper and a second by Walt Brudnowski. Approved.

Al Rosenthal reported on the Dredge Bank Project on Buffalo Lake. If approved after receiving the study, work will be done in 2012.

Al Rosenthal reported on the Wisconsin Lakes Regional concept, and he is on a committee to pilot the concept in the North East section of the State, which includes Marquette County. He is looking for interested parties who would act as contact people for the North East section. Al has to find people for Marquette, Green Lake, Waushara, Winnebago, and Fond du Lac counties. Pat was concerned that Marquette is in the North East Section, and should probably be in the Central section. Al will look into it.

County Wide Weed Harvesting…A member from Oxford Mill Pond contacted Ron about a number of lakes sharing a weed harvester. Walt mentioned that a gentleman from Waupaca contracts to do weed harvesting, and is very reasonable with his price. No decision was made, more information is needed.

Progress on HR 115 and Marquette County…The County is going to start working on HR 115 in September and Marquette County Lakes Association will work with Tom Onofrey. Tom feels it shouldn’t take too long.

Walt gave a report on Neshkoro Mill Pond Draw Down….They have a three year permit to get it drawn down. Presently they are having problems getting it drawn down because of all the rain. They can only draw it down 3 feet because of the electricity generated by the mill pond. The winter will probably determine if the draw down worked.

2010 Annual Meeting….Motion was made by Mike Jacobi and seconded by John Cotter to have a Fall and a Spring joint lakes meeting, and the Fall meeting will be designated as the Annual Meeting. Motion approved.

Ron Sabel nominated Doug Griesbach to replace Jim Merrill, who resigned on the Marquette County Lakes Association Board. The nomination was seconded by Lee Vaughn. No other nominations were made and unanimous ballot was cast for Doug Griesbach.

We thank Jim for his service, and appreciate his input on the Board.

Old Business….. None

New Business… The next meeting of the Board will be 3:00 p.m. on September 9th, and will be at the Marquette County Agricultural Center in Westfield.

Ron and Pat will check on the available of the Marquette County Service center for the annual meeting on October 14th or 21st.

Meeting was called to order by Vice President Mike Jacobi in the absence of President Ron Sabel at 6:34 p.m. at the Marquette County Service Center in Montello

Minutes of the November 12th meeting were reviewed and approved as presented.

Lake Level Monitoring
Mike Jacobi reported that 9 gauges were stalled in non dammed lakes. Mike reported on data he has received from Sharon Lake. Data is attached to minutes. Pat Kilbey said that some work still needs to be done with the gauges in order to be functional. Pat will also look at having a gauge installed at Crystal Lake.

Mike Jacobi and Julie Stagner reported on the joint sponsored Lake Fair held last June. It is hoped that the Fair will be held every other year.

It was reported that the State legislators did not act on the ground water proposed legislation.

Tom Onofrey, Marquette County zoning administrator presented a power point presentation on how Marquette County will be effected by changes to HR 115—Shoreland Zoning Ordinance.

During and after presentation much discussion followed.

It was noted that the group applauded the presentation by Tom!!!

41 people were present and represented the following lakes: Harris Lake Mill pond, Lake Mason, Twin Lakes, Buffalo Lake, Lake Puckaway, Sharon Lake, Wood Lake, Emery Lake, Comstock Lake, Williams Lake, Crystal Lake, Montello Lake, Tuttle Lake, School Section Lake, Neshkoro White River, and Lake Burnita.

Board of Directors Meeting
March 25, 2010

Directors Present: Ron Sabel, Jim Merrill, Mike Jacobi, David Casper

The meeting was called to order at 1:35 p.m.

The February minutes were reviewed. Ron relayed information from Lee regarding the oxygen testers. They cost $750-1,000 Per tester. Several holes need to be drilled to take the readings. Minutes were approved (Ron/Jim) and passed unanimously.

Ron read the Treasurer’s report submitted by Lee. No change from last meeting.

Membership report – no change from last meeting.

Discussion of the special joint lakes meeting – not enough directors here to discuss so tabled to next meeting. Ron will ask Al to send e-mail reminder to Lakes that haven’t joined the Association yet and ask that they do so by May 1.

E-mail and USPS mail notices of the upcoming joint meeting on May 6 should be sent out on or about April 15. That would be 3 weeks prior to the meeting.

Discussion of Montello Dredge Bank and Dam project – Ron attended the recent steering committee meeting. Three DNR employees explained the need and plan for the project. There were very few questions from the approximately 100 attendees after their explanations.

Discussion and follow-up on Lake Elevation Monitoring Stations – rescheduled to next meeting.

NEXT MEETING: APRIL 15, 2010 at 4:30. Note time change to accommodate Lee’s schedule.

The treasurer’s report was presented by Ron Sabel in Lee Vaughn’s absence. Balance as of 2/11/10 was $2058.10. Crystal Lake dues were added.

Ron will check with Lee about which lakes have paid there 2010 dues, and let Al know, so reminders can be sent out to those lakes. Pat will get an up-to-date list of the lake representatives.

Carp removal at Lake Mason…. John Cotter reported that he had contacted the local DNR office in Montello about Lake Mason and getting a fish study. Lake Mason is in the Adams County area for DNR services, so Marquette County can’t help Lake Mason. John reported that some DNR people are contracting on the side to do fish studies in Counties not in their area. He mentioned a person who lives in the Mercer area does fish studies. John will try to contact Bob again. Al Rosenthal gave a report on Wisconsin Association of Lakes. He reported that present legislation dealing with “ground water” probably will not be acted on in this legislative session. He also reported that WAL is redoing its by-laws and its direction will not be a real strong lobby group, but will be very active in developing legislation that will be beneficial to Wisconsin Lakes.

Marquette County Lakes Association will be holding a special joint lakes meeting on May 6th, and Tom Onofrey will discuss HR 115 and its effect on Marquette County lakes.
MCLA will send to representatives a notice of this meeting, also will put an article in the local paper and the Argus Resorter, plus a reminder e-mail.

Lee Vaughn asked about an oxygen tester for lakes, and if MCLA could sponsor the purchase of this type of equipment. Al Rosenthal said he would e-mail Lee and ask Lee to get more information about the tester, cost and benefit, etc.

John Cotter reported that he talked to Dave Bartz, DNR and DNR has fish signs that let fishermen know the size limits for the lake, and they would put them up at the boat landings. John is going to get some signs and have them at the May 6th meeting, and let the lakes know they are available for no cost thru the DNR.

Next meeting is March 25th at 1:30 p.m. at the Marquette County Agricultural Center in Westfield.

On a motion by Ron Sabel and a second by Dave Casper the meeting adjourned at 2:45 p.m. approved

Minutes were approved as printed of the September 18, 2008 meeting on a motion by Mike Jacobi and a second by Jim Neeb. Notes from the October 16, 2008 meeting were handed out, a quorum was not present for any official actions.

Treasurers report was given by Lee Vaughan. Balance as of 1/13/09 was $1744.57. Report was approved on a motion by Dave Casper and seconded by Ron Sabel.

Membership Report
Oxford Lake, Sharon Lake, White Lake, and Montello Inland P&R paid their dues for 2009. 21 Lakes now belong to the association.

Lake Fair Planning Grant
No decision on applying for the grant, because it was felt we had sufficient funds for the fair, and a budget for the lake fair has not been established.

Ron Sabel brought up WAL request for contribution to its legal fund. The committee felt we should not contribute at this time, but discuss at our next annual meeting.

Water Level Gauges-Installation
Need to get this done this fall, losing credibility
County needs to let us know were to put the gauges at the various lakes.
Ron and Al will meet with Pat Kilbey to set a date for installation of the gauges.

Lake Burnita Meeting
Ron attended the annual meeting of Lake Burnita. The meeting went well, and they have someone who has volunteered to check the water level gauge after it has been installed.

The October meeting with Susan Tesarik, will be on the 16th of October to begin planning the 2009 Lake Fair. Ron will try to schedule the meeting for 3:30 p.m. to be held at the Westfield Office.

WAL Director Applications
Both Ron and Al have been nominated for a WAL director position. After discussion, Al will continue to pursue the nomination.

Future Lake Grants
Ron will talk to Sue Tesarik about the AIS Grant, to see if that is something that we should pursue, and would money be available to assist in the costs for the Lake Fair.

Treasurers report was given by Ron Sabel. $1602.97 is in the treasury as of August 12, 2008. Report was approved on a motion by Jim Merrill and a second by Al Rosenthal
July 12th Annual Meeting report- There was concern about the low attendance, but otherwise everything went okay
A report on the installation of the water level stations that will be put at most of the ground water lakes in the county. The equipment has been purchased, and Sharon Lake will be the first lake. The directors will be notified when a schedule has been set.
Eight lakes have joined the association or renewed their membership since July 12th. As of now the association membership is 17 lakes and one commercial member.
As per the by-laws, one half of the directors wil be up for election in 2010 and the other half will be up for election in 2011. Ron Sabel to check with Marty Havlochic to see if revisions are needed in the by-laws.
The Board has started preparations for the 2009 Lake Fair that will be held in conjunction with the 2009 Annual Meeting.
Ron Sabel will attend the Lake Burnita Annual Meeting on Saturday August 30th
Al Rosenthal and Ron Sabel's names will be submitted to WAL for election to the WAL Board in the spring election
There was a discussion on the use of barley straw in the fight against algae in the White River and Mill Pond in Neshkoro.
The next meeting will be on September 18th at 4:30 pm in Westfield

The meeting was called to order at 4:30 pm. Present were Ron Sabel, Mike Jacobi, Dave Casper, Lee Vaughan and Pat Kilbey.
Pres. Sabel read the minutes from the last meeting. A motion by Dave, second by Mike to approve the minutes as read. Motion carried.
Lee Vaughan gave the treasurers report with a balance in the checkbook of $1269.86. A moti0n by Ron, second by Dave to approve the treasurers report. Motion carried.
A discussion on contacting non member lakes on joining the MCLA. Pat Kilbey and Ron Sabel to contact the individuals who represent these lakes and find out their status.
Pat Kilbey to contact Jim Merrill to confirm his interest in taking over the directors position held by Mary Maurer, who has resigned.
Discussion on the Goals for 2009 to include having a Lake Fair next year in conjunction with the 2009 Annual Meeting.
There was a discussion on having a Round Table forum at the annual meeting on various topics. The directors are to meet at (:30 am before the meeting to discuss topics of discussion.
Pat Kilbey and Ron Sabel to contact speakers who would be willing to attend the annual meeting to talk on the Aquatic Invasive Species problems in some of the lakes.
The new commercial membership of Johnson Boats and Motors was accepted.
There was a discussion on the installation schedule for the water level monitoring stations. Pat will procure all the materials and set a tentative date and contact all the directors who would be willing to help.

Lake Grant
Marquette County was awarded the grant to place water level monitoring stations at the lakes. The Marquette County Lakes Association will facilitate the installation of the monitoring stations.

Pat Kilbey said that installation will begin in June and that he will call upon Board Members and lake district members to volunteer time to help install the stations.

Goals for Membership Drive

Lake Planning Grant
Jim Neeb and Pat Kilbey will work on the grant for the Association and have it submitted by February 1, 2008.

On October 22, 2007, Pat Kilbey received a letter from Susan Kocken of DNR stating that the Marquette County Lakes Association did not meet the standards for a “qualified lake association”.

Members of the Board, Jim Neeb, Ron Sabel, Pat Kilbey, along with Marty Havolic, UW Extension agent for Marquette County will atten the Organization Meeting for the Harrisville Pond, at Harrisville on Thursday, October 25th
There was a disccussion on the items disccussed at the Annual Meeting on Sept 29th. The main item was for the association to contact as many of the lakes in the county to become new members. The association now has 12 member lakes signed up.
There was more disccussion on the association's project to apply for a Lake Grant to work with the county to obtain and place water depth gauges, and rain gauges in many of the lakes to monitor water levels on an annual basis. Jim Neeb will contact Mark Sessing and Ted Johnson from the DNR to come to the November Directors meeting.
The next meeting will be in Westfield on November 15th at 4:30pm

Havlovic went over the by-laws and recommended a change in:

Kilbey reported on what the County was doing with water level gauges, and what the County Lakes Association is proposing to do on those lakes which do not have water level gauges, and including rain gauges for all County Lakes. Jim Neeb and his committee will write a grant for funding for the gauges. The purpose of the having both gauges is to record information on the effect of rain on the lake levels.

Kilbey reported on the problem of Gypsy moths in Marquette County. Gypsy moths are a problem in Marquette County, and are transported into the County by campers, therefore are found around boat landings, and campgrounds. The Gypsy moth will kill oak trees, especially during periods of low rain. The caterpillar is black with white stripes and 6 red dots. The County is applying for funds to spray the moths, and property owners will be charged to spray their land at $25/acre.

Sabel asked for nominations for the Board, since there are presently two positions vacant on the Board. No nominations or volunteers were received.

Sabel had sign up sheets available for the three committees that would be formed to assist in meeting the 2008 goals.

Meeting of the Board of Directors
August 30, 2007

Present: Mike Jacobi, Jim Neeb, Dave Casper, Ron Sabel, Mary Maurer and Al Rosenthal.

Also Present: Pat Kilbey

Called to order at 4:30 P.M. by President Sabel at the Marquette County Agricultural Service Center in Westfield.

Dave Casper moved to approve the minutes of the August 2nd meeting, and the special meeting held on August 16th. Second by Mike Jacobi. Motion Approved.

In the absence of the treasurer, President Sabel reported the treasury contained $1018.05 as of August 30, 2007. Mike Jacobi moved to approve the report, Mary Maurer seconded the motion. Motion Approved.

Lakes Association brochure and membership form

President Sabel presented some ideas for brochures which included membership forms. Ron said he talked to a couple of businesses, and they would probably become a commercial member. It was also mentioned that we develop a certificate to give to our commercial members to hang in their place of business.

There was consensus that the brochure should include a list of the Charter members.

Lake Grant application

President Sabel reported on the research he did on depth gauges. Cost of the gauges was between $27.50 and $38.20/gauge. Ron felt the total cost per lake would be $250.00, which includes labor. The cost for materials would be around $70.00 per lake and the rest of the cost would be classified as in-kind money.

Jim Neeb reported that the Lakes Association would apply for a “Small Scale Planning Grant” and the deadline for this type of grant is February 1st. Jim will chair the committee to apply for the grant, which will provide gauges for about 30 lakes. At the Annual Meeting the Association will ask for volunteers to help Jim.

Annual Meeting

Much discussion followed concerning the annual meeting, and what should be sent to the members, and potential members about the September 29th Annual Meeting.
Secretary Rosenthal will send out an agenda, by-laws, proposed goals, and a contact list to the potential members.
President Sabel will develop the agenda and Marty will be asked to complete the goals, and confirm the location of the meeting. Pat will update the contact list.

The meeting adjourned at 5:49 with a motion by Dave Casper and a second by Ron Sabel. Motion Approved.

Board Minutes
August 2, 2007

Called to order at 4:30 p.m. by President Sabel

Minutes of the July 5th meeting were approved on a motion by Jacobi and second by Casper.

Treasurer’s report: Vaughn explained that since we just received our articles of incorporation, our checking account has not been finalized, but will be taken care of in the next week.
The Lakes Association has received its Federal ID number.

Secretary Rosenthal will send out letters to the 20 possible members of the Lakes Association and let them know about the dues, the annual meeting, and potential goals of the Association. This will be done after dates and goals are set.

Various designs for the Marquette County Lakes Association letterhead were reviewed and a letterhead was approved and Vaughn will take care of making/buying some stationary and envelopes using our new letterhead.

Monitoring Stations: The County is setting up monitoring stations at those lakes which have boat landings. Glassmaker handed out a sheet on cost for lake level bench marks.(attached to minutes) President Sabel will talk to Pat Kilby and ask him to determine the number of monitoring stations we will need and include rain and depth gauges, and what the total cost will be for all lakes including flowages.

President Sabel reported that he had contacted Wisconsin Association of Lakes (WAL) and they will recognize us as a County Lakes Association. (correspondence attached to minutes)

County Website Link: President Sabel spoke on the benefits of a web blog and will continue to work with Pat Kilby and the County to establish a blog.

New business: On August 16th we will work with Marty Havlovic to develop our Mission Statement and goals. The August 16th meeting will be at 4:30 p.m. and will be held at the County Service Center on Underwood Ave. in Montello.

Next regularly scheduled meeting: August 3o, 2007 at 4:30 p.m. at the Agricultural Center in Westfield.

Called to order at 4:30 pm by President Sabel at the County Service Center in Montello

Marty Havlovic went over three possible goals for the Lakes Association. Much discussion followed and Marty will work to expand on goal #3 and send out the revision, otherwise, goals #1 and #2 were recommended to be presented at the annual meeting for approval.

Pat Kilbey presented a revised member contact list, and it was review, and recommendations were made to update it, and Pat will make the changes and e-mail it to us. We will also work on a list of potential members and contact them to see if they have any interest in becoming members of the County Association.

There was much discussion on the monitoring the lakes, and getting rain and depth gauges. More information will follow.

The Annual meeting was set for September 29th at 10:00 am, and hopefully it can be held at the County Safety Center in Montello. Secretary Rosenthal will contact the lakes and include in the mailing: dues structure, by-laws, goals, contact list, and the annual meeting notice.
